Steps:
- Save the Publisher File as an image, like PNG (be sure to choose the proper picture quality).
- Open Word.
- Click the “Page Layout” tab.
- Click the “Watermark” tab and then “Custom Watermark”
- Click “Picture Watermark”
- Click “Select Picture,” and find your Image File
- Click “apply;” do not click “OK”
- Determine whether you want the image “washed-out” (faded like a normal watermark) or not (shows up with no transparency).
- Now, determine the approximate size of the image by selecting from the dropdown menu and clicking “apply” (not OK).
- When satisfied, click “OK.”
- The image is located in the header-footer region of the page, and so you need to double-click at the top of the page to bring the header into focus if you want to move the image.
- Then, select the image and drag it to the proper location.
- Complete any additional resizing of the image.
- Close the header-footer
- Save the file with a name and “TEMPLATE” at the end.
- Every time you open the file, be sure to “Save As” with a different name to keep the Template file unchanged.
